How to create new IMAP folder?

Hmmm. A new _root_ IMAP folder? Don't you have to create a new IMAP account
in order to do that? Other than that, the only thing that I can think of is
whether you are actually logged in on your IMAP server. AFAIK, you can't
create an IMAP folder unless you are logged in on the server.
After playing with my IMAP accounts, I am really stumped. If I right click
on the IMAP account name, the folder is created on the tree as a branch
from the account name. I can't induce the creation of a folder as an Inbox
subfolder in an IMAP account.
