Tools | Email Accounts would be the corresponding command in Outlook 2003. However, the place to add a public folder as an address list is the Properties dialog for the folder itself, on the Outlook Address Book tab.

not have the Services option available on any menu dropdown.
What do I need to do to locate the Services tool so I can resolve the
original issue, which was adding a Public Folder as an Address Book within
Outlook? I have checked the Options section and do not see an option to add
it to any toolbar, either.
