Default Outlook tool menu

Yes, that is where the issue about the Tools - Services Option began. When I
go to Contacts - Properties, I can not select the necessary option.

The account has existed for some time under Office (Outlook) 2000. Entire
Office Suite was upgraded to 2003 version.
Article references Tools / Services for all versions of Outlook prior to
2007, but I have no such option.

Account does properly seem to access e-mail both POP3 and Exchange accounts,
as well as Shared Calendars, it is only the Address Book section that is
wrong.

Did you follow the instructions in the article to add the Outlook Address Book to the mail profile, using Tools | E-mail Accounts as both I and the article explained? Your problem will not be solved until you do that.

The article's reference to Tools | Services applies to versions before Outlook 2003.

but the necessary option is not working.

If your goal is to add the Outlook Address Book service, then that would be, as I said, Tools | E-mail Accounts. Select the option to manage address lists.

option is grayed out. Q197577 references Services as a way to "restore the
usability" of the "Show this" option.

Tools | Email Accounts would be the corresponding command in Outlook 2003. However, the place to add a public folder as an address list is the Properties dialog for the folder itself, on the Outlook Address Book tab.
