Outlook Express does not have a rich rules set. You cannot have OE
interrogate any headers other than those listed in its rules set.

As noted at

all email programs provide a way for you to see the full headers of your
incoming email messages." Seeing them is not the same as accessing them
from within rules. Not all e-mail clients let you test on the headers.
