So if I understand you correctly, you open the address book, right click
a contact then select Action, Send to mail recipient and get an error
message. Yes. The error message pops up and this is what it says:
Program C:\Program Files\Outlook Express\msimn.exe
It's important to know the Details. When you get "encountered a
problem" message, there is usually a "click here" link to see the error
report. When you click on the link, it will give a message that will
list the Appname XXXX and Modname YYYY. The XXXX and YYYY are important
to identify the cause and solution. You can ignore the rest of the
message. No, there was no link.
Also include operating system that you are using and what specifically
you were doing when the error occurred. I was trying to send an email I had written. I selected my recipient and that is when the window popped up.
Do you have similar problems if you try to use a mailto link in a web
page? Or if you right click a file in Windows Explorer and select Send
To Mail Recipient? I don't use Explorer. I am using Firefox.
Make sure that Outlook Express is set properly as your default mail
program: I just did that per your advice. It still did not work.

I suspect that there's more to the error message.
How are you accessing the recipients? (e.g. via the TO button in the
message composition window, via the contacts pane, via the address
book
right click, etc.)?
I am accessing the recipients through the address book - right click.
Can you access the address book directly OK? Yes.
