Default Must reboot before using Outlook Express

Norton is known to cause this problem with e-mail scanning enabled. It
doesn't happen to everyone but it does happen to some.

When you switch accounts, Norton goes through a reconfiguration routine
for the new account. Sometimes it gets confused. The reboot cleans
things up.

Why would email scanning cause the error, but rebooting fix
the problem? Email is being scanned in both cases. The system
is using Norton Internet Security 2006, by the way. I will try
turning off email scanning to see if it helps, but something
tells me it is not the cause.
