Default Outlook Express error message

Turn off e-mail scanning in your anti-virus, (you will still be protected),
and then go to Tools | Accounts | Mail | Properties | Servers and change the
account settings back to what they are supposed to be.

I get this error message after I shut down and reboot. If I remove and
reenter my mail accounts it works until I shut down. When I start my pc I
get
this message again. Then it is back through the remove reenter process.
