Default Unique OE - multiple users

Yes, that's what I want to have. But why do I need to go through a backup
tool. In my understanding a backup cannot assure a dynymic unique use of OE.
Or I am wrong?

To do that you need to CLONE the one OE to the other user so that they
have identical registry keys including the GUID that distinguishes
identities.
