Default How to change time-zone in vCal-files from standard GMT to GMT

Because in the times in the vCal-file are local times (GMT+1) and Outlook
thinks they are GMT.

For example in the vCal:
BEGIN:VEVENT
SUMMARY:Mechatronics Project C
DESCRIPTION;ENCODING=QUOTED-PRINTABLE:WBTP211=0D=0AMechatronics Project
DTSTART:20070903T104500
DTEND:20070903T124500
END:VEVENT

The times in this file are GMT+1, local time (1045h and 1245h). But in my
Outlook Agenda is said 11.45h and 13.45, which is wrong (I want it to be
1045
and 1245).

I hope that you have a solution.
