Default Outlook 2007 Exchange 2007 Issue

Ok I get the point it is a server side operation. I entered this forum to get
help with the issue. Do you have any idea of a starting place that I should
be looking? All I see on the server is the management console to use and it
does not show any differences with settings for any users accounts.

It is still an Exchange issue. Outlook standalone does not have the Out of Office assistant. Add Exchange to the equation and voila, it is there. It is a server side operation.
