Using ol2003 - when I us the "Do Not Deliver Before" feature under
options the
email does not stay in the outbox. It gets sent out right away. Any
idea why?

It is a feature when using Exchange as your mail server. This is
noted in the help included in Outlook. Are you using Exchange?
