Default utf-8 encoding in vcf files can't be read with outlook 2007

Hi,

My new cell phone (Nokia E65) is able to create a vCard for each contact.
for example:

BEGIN:VCARD
VERSION:2.1
N;CHARSET=UTF-8:ליאור;ליאור
TEL;CELL:+972 52-3333333
TEL;VOICE;HOME:+972 4-6555555
TEL;VOICE;WORK:+972 3-6262626


ADR;HOME;CHARSET=UTF-8:;;משה משה 11ת"ד 0;חיפה;;22233;Israel
END:VCARD

the file itself is coded as utf-8 as well.

when trying to load this vcf file with outlook 2007, all utf-8 fields are
turning into gibberish.

is it a bug of the cellphone or outlook is to blame?

any help will be appreciated!
