It should work with any account provided Outlook is kept open.
Do you re-open the Message Options dialogue via Delay Delivery before
sending the message?
That can cause a problem with Outlook 2007 - it resets the time for the
delay. I'm not sure if that issue effects Outlook 2003 or not.
What type of account are you using?
