Can't Insert Pictures in EMail

Anyone have any ideas? I'm having the same problem...I fixed it once but can't remember what I did...anyway, changing the email format to plain text, won't work. It will not allow the option to incert pics at all. As soon as I figure this out, I will get back to this forum...
