Can we prevent user to use BCC field?

A manager is monitor a user in/outgoing emails and setup all in/out
email from that user will auto cc one-copy to the manager accnt on
Email server. Recenlty, we find that if the user send out email
using BCC field. The manager can't view the bcc receiver.
1. How can make manager can view bcc receiver ?

Talk to the Exchange admin on monitoring this employee's e-mail.
