Default OE won't stay the default e-mail program

I have something screwed up and need help.

Outlook Express has been my default e-mail program and has been working well
until I had to uninstall and reinstall Office 97. Now, every time I load OE,
I get a small window asking if I want to make OE the default e-mail client. I
always click "Yes" and leave the box checked that says "Always perform this
check....". Even so, I get this window every time I load OE.

I also went into OE/Tools/Options/ and clicked "Make Default" (for e-mail
handler), then "Apply". Still doesn't work.

I load "Set Program Access and Defaults" from the start menu and the only
option available in the "Custom" section is "Use my current e-mail program".

OE is the only e-mail client on my computer. I did not install Outlook when
I installed Office 97.

In addition, every time that I click on an e-mail link in a browser window,
I immediately get about 25 blank Internet Explorer windows opening.

I should also mention that by uninstalling and reinstalling Office 97, I was
trying to fix the OE spell checker. Ultimatley, I found that the file
"csapi3t1.dll" was missing from my directory "C:\Program Files\Common
Files\Microsoft Shared\Proof". I unpacked and installed this file from the
WinXP CD and the speller now works but I have this weird OE behaviour.

Can anyone help me get rid of this annoyance?
