Pop3uidl.dbx is probably corrupt.

Go to Tools | Options | Maintenance | Store Folder and see where OE is
storing its data. Then go there with Windows Explorer and delete
Pop3uidl.dbx. The messages should download once more while OE builds a new
Pop3uidl.dbx, but no more after that.
