Default Change time in appointment drop down to quarter hours, not manuall

how are you creating the appointments? if you use a day view with a 15 min
time span, it should work as you expect. Otherwise, no, you can't change it
in the selector - typing it in the form of 1.45p is faster than using the
time selector.
