This is IEMail program, and I have had ThunderBird as a default once but
not currently. The present default Mail Program is MSOEv.6.

That setting would apply in going from a link in your mail program to
your browser. So if you receive an e-mail in Outlook Express with a
link and click the link, your default browser will open it.
Your issue is going in the reverse direction from IE to your mail
program. And for that, you default mail program comes into play.
