In IE, Tools, Internet Options, Security tab, Custom level button, is Active
scripting enabled?

becomes a little red box moving over the text which it should but it
should be the floating image resolved.....when I send the stationery it is
just fine...it is actually not a OE problem because when I open with IE

Go to View | Source Edit in a new message. You will then have 3 tabs at
the bottom and you compose in Edit mode. Once you have finished
composing, then click on the Preview button and it should show the
animation.

Also make sure OE is set to the Internet zone under Tools | Options |
Security and make sure you understand that when you open OE up like that,
you have to be careful screening messages that may contain trojans and
such.

When creating stationery, for some reason the preview of it doesn't show

moving graphics and yet when you send it and look at it is ok and all
