Default send button gone

thanks for your response.
no, it is not a message on the drafts folder. it is saved on the desktop.
when opening the message from the desktop i tried view toolbar customize as
suggested and do not see an send option...is this by design?

Is this a message you are creating and saving to Drafts? Double click on it
to open in its own window and the Send button will be there, or can be
added. View | Toolbars | Customize.
