This wouldn't be terribly difficult. You can probably code the move action
for incoming messages along with trapping the task assignments by calling a
script from a rule:

Or code the entire thing and bypass the Rules Wizard altogether:

You will most certainly need to obtain MAPIFolder references to your
destination folders to use with any Item.Move methods, and also to inspect
the Items collection to find related e-mails using matches on object property
values by way of the Restrict method.
