So what's the problem? If an addin is disabled it or any later version will
remain disabled until re-enabled. That's how it works.

If your add-in disabled, and you uninstall it and re-install, then your
add-in will still disabled!!! Unless you run Outlook after the
uninstallation
and before the re-installation!!!
I think this what happened on that machine. Outlook disabled an old
version
of my add-in, and now this cause my new add-in with the same name to
initially disabled after installation!!!
