If Outlook is truly unloaded (check Task Manager's Processes tab for
outlook.exe) then there is no way an application that is not running
could be yanking e-mails from a mail host and putting them into a
local message store.

Maybe it's about time to change the password used to login to your
e-mail account. Maybe someone hacked in.
