Usually, I either X (top right corner) it out OR drag it back up to
the
top of the menu items.
Depends what toolbar it is .
If you point (do not click, just point) at an ICon, on the toolbar,
what
does it say?

The tool bar does not appear here? On our NG it shows. Tool bar will not
drag anywhere.
It contains:
The dropdown for lettering choices, Font size, the symbol for left,
center or right side formatting of wording, B, the Italic symbol, the
Underline symbol, A and eleven others I don't recognise
