You don't mention what version of Outlook you are using, but some of them
have an option under the File menu called Work Offline. If you have it, get
Outlook to start this way and then delete the item from the outbox. Don't
forget to pick File Work Offline again so Outlook can send/receive items
again.

Another way to do this is to start the computer without a network connection
(and/or if you use a modem to connect to internet, unplug the telephone line
cord from the wall). Start Outlook. Since there is no method to connect to
something, you should be able to go to the outbox and delete the item.
Reconnect computer and your off and running.
