Per my ISP, my other PC (in a different state) is using a different ISP and
the problem is the port assignment by the other ISP for outgoing mail
server.

OE6 is fine in that it receives email. It won't SEND email even though my
provider (verizon) has gone through the settings twice. I downloaded
mozilla thunderbird - still won't send email.
