If you have the account set to leave messages on the server under Tools |
Accounts | Mail | Properties | Advanced, then delete the pop3uidl.dbx file
with OE closed and you will redownload all the messages on the server that
are still there.

If you didn't set it to leave the message on the server, then its gone.
