How can i prevent users from creating .PST in the default location?

This can and will pre-create a pst file for a user, but this does not
prevent the user to create a new pst file.
Creating a pst file is not a problem, the problem is that they simply
click and create their new or additional pst file in a part of their
profile (%userprofile%\local
settings\application data\microsoft\outlook\ )that is not written away
during log off.
anyone else any ideas?
