Default scl set to 9, doesnt goto junk email on one user, but the other it does (both set to use junk filtering) in outlook 2003?

Based on the subject of where SCL is set to 9, I am assuming that your site
is running an Exchange 2003 server. Have the user logon to OWA and go to
the options area. Is the checkbox ticked to filter junk email under the
privacy & junk e-mail prevention area?

Outside of that, Outlook 2003's junk e-mail filtering only works in an
Outlook/Exchange environment when Outlook is configured in cached mode.

Any thoughts on why this would occur?

I've forced junk mail settings via gpo (low setting)... yet in one
case it works, the other it doesnt.

Confused here.

actually 2007 exch:

Solution.. well partial: I had the user with the problem go into
outlook owa.. turn off the junk mail setting.. then save.. then turn
it back on.. then i sent the test message.. boom.. it worked.. went
into junk e-mail...

Seems to be a bug with the owa setting?
