1. There is no such concept as a "Contacts list" - it is a contacts folder.
2. The Address Book will only display contacts who have a valid electronic email address, e.g., fax and/or email.

After furious head scratching, Kusarigama asked:

| I have Outlook 2003. The Folder "Contacts" has a list of "Contact
| Names" (e-mail addresses etc.). However, when you start up an e-mail
| and click the "To:" button, the list of "contact names" that pops up
| is much shorter and missing names. The same thing happens when you
| try to create a "Distribution List". The names you have a available
| is very incomplete. It is almost like there is a disconect between
| what is in the "Contact list" itself and whatever DB lists them. Any
