Default EML Files - Missing .exe file

I still believe you need one of those programs, but let's wait for another
opinion.

I may be wrong since I have never had an .emf file to open, but from what

see in searching, you need one of these programs, just as you need Power
Point Viewer to open a .pps attachment.
