How do you auto insert a disclaimer on outgoing messages

Is there a way in MS Outlook to compose and automatically insert a
disclaimer
on all outgoing messages?
There definately is. In Outlook, Go to "Tools Menu" Options Mail
FormatSignatures. From here you can create a signature which will hold
your disclaimer notice. You can then attach this disclaimer to the relevant
email account.
