VoIP = "Voice over Internet Protocol", when you have phone service over a
cable TV internet connection.

In order for the Windows dialer to place calls, you must have a modem
installed in the PC and an analog phone line plugged into the modem.
However, unless you have replaced the Windows dialer by installing a dialer
that can handle a voice modem, Outlook won't be able to place the call in
any way useful to you. It can dial the number, but once the other end
answers, the Windows dialer expects a modem carrier tone, not a person, and
can't switch over to the handset.
