Those Google products are known to cause issues with Outlook sometimes.
Rather than uninstalling and reinstalling Outlook, I'd remove the Google
tools.

I think it strange but can open the same attachment from a diferent PC via
OWA.

Outlook Web Access is not Outlook and does not operate as Outlook does.
