Different time zones

Outlook did NOT change the time, you did. Outlook always uses GMT
internally. When you change your time zone, Outlook displays the same GMT
time as represented in that zone. You don't want Outlook to freeze the time
zone, you want it to float the appointments. Have you looked at the
alternate time zone feature of Outlook?
