Cannot turn off default reminder
it wouldn't be a calendar rule, but a new message rule in tools, rules and
alerts.

I have unticked the default reminder box under Tools | Options |
Calendar. If I now send an Appointment or Meeting Request no reminder is
put in, but if I receive an Appointment or Meeting Request that has no
reminder it is saved with a reminder 15 minutes before (or whatever my
default reminder time was before I unticked the default reminder box).
This is particularly annoying for All Day Appointments if the reminder
is set to 15 minutes before and you have a PDA or Windows Mobile Device
that then reminds you at 23:45pm!
Is this a known bug or am I missing something?
