Tools | Accounts | News | Properties | Advanced

Your error message indicates you are using port 563 and using a secure
connection. Normally, NNTP uses port 119 and does not require a secure
connection, so check that with them.

If its still not working, you can enable a log file under Tools | Options |
Maintenance for NNTP and that may help determine the problem origin.
