My dad just called me whining about a similar problem. I have to note we
just installed the latest Norton's System Works yesterday so I suspect I
know what the answer may be. Now just now, I told him to reboot and he
was able to send his mail out. Then he wrote a third message and it
wouldn't send. Here's his error:
"The connection to the server has failed. Account: 'Hal's Mail', Server:
'smtp.charter.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket
Error: 10061, Error Number: 0x800CCC0E".
My old man is 84 years old, so any instructions need to be pretty
specific.

It's always best to start your own thread.
You more than likely did answer your own question. Norton & McAfee do not
work well with OE for many people.
I would suggest either Avast, (freeware), or NOD32, (not free).
In the case of Avast, choose Custom Installation and under Resident
Protection, uncheck: Internet Mail and Outlook/Exchange.
