how do I stop a program accessing e-mail addresses in Outlook?
Not an Outlook problem. Outlook's security requirements are well documented
and have been in place for over 5 years. You must be running some badly
outdated or poorly written add-in. Only you could know what it is. The
possibilities are endless. Look here for some:

I'm trying to use Outlook 2002. When I enter a new contact, within 10
seconds I get a pop-up saying "A program is trying to access e-mail
addresses
you have stored in Outlook. Do you want to allow this?". I say no, but
the
pop-up comes back every 5 seconds or so. It effectively means that I
can't
use Outlook. I've run virus scans and nothing is found. Can anyone help?
Thanks in advance. Daniel
