Default how do I stop a program accessing e-mail addresses in Outlook?

Not an Outlook problem. Outlook's security requirements are well documented
and have been in place for over 5 years. You must be running some badly
outdated or poorly written add-in. Only you could know what it is. The
possibilities are endless. Look here for some:
