Multiple SMTP Servers handled automatically

Is there a way that Outlook can be set up such that messages sent to

I know you can choose which account to send on, but I'd like users to
be able to send messages to both internal and external without having
to create a separate message for internal users.
The only way to control the outgoing mail server is via the account, since
it is the account that contains this information. Why not let your internal
SMTP server do the intelligent routing? That should be a basic feature of
an SMTP server.
