By default, graphic attachments show already open after the text of a
message, rather than imbedded if inserted, which would not show a paper
clip.

There are a few possibilities. Some are on the sender's end, and some may be
on your end. If it is from this one person only, it is probably on there
end. Occasionally, some ISPs have incompatibility issues and do not forward
graphics correctly.
