I am so very happy right now, thank heavens I decided to take a chance and
repost my problem. You have allowed me to finally start up Outlook Express
and I am currently reloading all of my mail accounts and newsgroups. WooHoo!
Been at this darned thing now for days with no luck and your simple and
constructive assistance was the magic cure/fix. You've been the best thing
thus far out of this nightmare of having my five year old hard drive (Dell)
go kaput as well as facing the horrors of installing Windows XP ~ LOL!
Now, perhaps I'll be able to face whatever else comes along with a smile.
Let's hope there won't be anything though, it's been a rough month!
Have someone give you a huge hug for me, okay?
Now, as for reloading the old folders ... am not sure I want to do that, but
in case I decide to, what is the best method for doing so? I certainly will
respect the way you mention!

Now, how to solve it.
Best way might be to get OE to where it thinks it's new again.
Click on START button.
Click on Run
type in Regedit
and press ENTER
This open the Registry Editor where we're going to make a change to trick
OE.
Click the + sign next to HKEY_CURRENT_USER
A list will expand, click on Identities
right click on Identities and select Rename
name it Identities.old
Now, close Regedit.
Start OE. It should start up. It will prompt you for the account
information, etc.
Check to see if it will run now, if so, post back then we'll work on trying
to import the old messages into the new store location.

I posted a few replies to my original question and it's answers on page two

where the shortcut is pointing to, made sure that none of the files are

what isn't there!
I have even sat and waited while Windows XP supposedly did the lovely

"repair" task listed at the MS Site

typing
"sfc /scannow" in the StartRunOpen box -- Nothing changed.

P.S. For those not aware, I am getting the ever growing problem error
messages of:
"Outlook Express could not be started. The application was unable to open
the Outlook Express message store. Your computer may be out of memory or
your
disk is full. Contact Microsoft support for further assistance.
(0x800C012E,3)."
Followed by: "Outlook Express could not be started because MSOE.DLL could
not be initialized. Outlook Express may not be installed correctly."
