No.

Would be great if you could assign the Junk Mail Filter to run at what
location within the list of Rules?


I dunno. Would it? I've still yet to feel the need to do this.

due to Microsoft's spam filter.


No, I get good mail in there. I haven't seen a spam filter that was 100%
perfect.

In fact, that's *exactly* why I would never create a rule that permanently
deletes messages that go to spam.

Because I'm worried that *that* rule will catch something it shouldn't and
thus delete a message I should get.

If you think you can build better logic than whoever wrote the spam filters,
then shut them off and start building your own.
