If you create a new Outlook profile, delete at first the old Outlook

We moved an existing person to a new computer. I deleted the old user

accounts from the computer then set up the new user. However, when she
creates a new email it does not default with her email address as the
sender.
She has to enter it each time.
I have set up new accounts for people many times before and not had this
issue. What needs to be changed?
