It's because Outlook 2002 isn't compatible with Vista. You're stuck with
the behavior.

However, Windows Mail doesn't lose my passwords. Can I easily
transfer my account details from outlook to windows mail, it doesnt
seem to refer to IAF files any more?

There is no way in Outlook to export account settings.
