Default Resource Calendar questions

Hi all,

I have a request from management and I wasn't sure the best way to go about
it. We currently are running Exchange 2007 SP1/Outlook 2007 and I have three
resources created as room mailboxes. Right now the users have author rights
to the calendars so they can open the shared calendar in Outlook, see what
meetings are scheduled at what times in those rooms and then schedule their
own meetings accordingly. The problem is that management doesn't want the
users to be able to schedule the meeting in Outlook by right-clicking on the
calendar view and creating an appointment. They basically want me to enforce
read-only rights to the calendar view in Outlook but still have the users be
able to create meeting requests.

Is there an easy way to make the Calendar view in a shared calendar
read-only but still allow the users to create meeting requests? I've tried
setting reviewer permissions to default but that keeps the users from being
able to schedule meeting requests. I'm not sure if a public folder is the
best way to go here and to take away the shared calendar view altogether?
