Default Outlook Express outgoing

When attempting to send from OE 6, if I have an attachment of 1.0mg or
larger, I get an error msg. 0x800ccc0F with error 10053. I can receive
attachments of most any size, just can't fwd or send new. I can, however,
send them from the ISP's web mail site, just not from OE. I have talked to
the tech's at the ISP, Dell and Microsoft; have exhausted all their help up
to the point of having to pay $60 to $120 for them to attempt to fix.
However, the ISP tech says it cannot be their problem because the web mail
goes out. And even tho it is between the ISP and OE, they cannot make any
attempt to resolve an "OE" problem! I've also tried to send it from a laptop
using my same ISP and same result; also attempted to send without the router
connected and after disabling EMAIL SCAN in AVG virus scanner. I have no
Norton/or other anti-virus on here.
