What exactly "isn't the case"?

- That you can't find "File" on the menu bar? or
- "Import and Export" does not appear at all on the "File" menu options when
clicked?

Finally, you do have the import/export wizards installed, correct? To
verify, rerun your setup - "add or remove features" and check your Outlook
options.
