Just open the address book outside of OE. Double click the WAB file.
You should then see all the addresses.
Then click View, and make sure the Folders and Groups is checked. You
should now see the folders in the left pane. At that point you can drag
addresses between folders.

What you said makes sense. I have never paid attention to shared or
non-shared.
That was the problem. What I did was I simply copied My name.wab
(hidden file) from one computer to other.
Where can I figure out or change "shared" or non-shared contacts?
That would solve my problem. Thanks. Jorge

The WAB~ is a backup file and not needed to be transferred.
See
The Windows Address Book (WAB)
http://www.insideoe.com/files/wab.htm
The problem is likely that on the old PC, you had the contacts under
the identity, rather than the shared contacts. On the new Pc you
would have a new identity, even if it has the same identity name
(e.g. Main).
You can open the address book outside of OE and move the contacts to
the shared contacts, then open the address book within OE and move
them from the shared contacts to the current identity.
